FLIGHT PLAN AND MESSAGE ADDRESSING CENTRALIZING MODULE IN BRAZIL

1 PRELIMINARY ARRANGEMENTS
|
|
The purpose of this Aeronautical Information Circular (AIC) is to present the unique address of the
Flight Plan Centralizing Module
implemented in SIGMA - Integrated System for Air Movement Management - and the description of the flight plan message addressing process.
|
|
This AIC applies to the process of submission, modification and distribution of flight plan messages and corresponding update messages at SISCEAB and, consequently, to all qualified professionals involved in these processes.
|
|
The information described in this AIC is applicable to everyone involved in forwarding ATS messages (FPL, DLA, CHG and CNL) for wide dissemination of the new process for the submission and addressing of flight plans and update messages, as of their entry into force.

|
|
2.1.1. DECEA developed the Centralized Flight Plan Manager with the objective of optimizing current systems, promoting the definition of new processes, procedures and practices related to the exchange of ATS messages, in order to reduce the various interrelationships and steps in the processing of flight plans and their update messages, in addition to, in the short term, mitigating the possible obstacles existing in the Brazilian scenario.

2.1.2. The activation of Flight Plan Centralization in Brazil began in 2021 with the aim of ensuring safety, efficiency and traceability of ATS messages. The main features already implemented were:
a) Insertion in the Centralizing Module of an alphanumeric code of 7 (seven) digits in the RMK indicator in field 18 of an FPL message (IDPLANO), functioning as a unique protocol code for each flight plan;
b) Creation of the eighth character in IDPLANO after confirmation of receipt of the FPL message by the ATC unit responsible for the flight; and
c) Provision of a web service for scheduled airlines, enabling the filing of ATS messages in batches and querying the status of messages.

2.1.3. In continuation of the project, in October 31st, 2024, unique addressing in Brazil will be implemented, the telegraphic address of which will be SBRJZPZX, which must be used for all flights taking off, landing or flying over Brazilian Airspace.

2.1.4. To optimize the use the web service interface, airlines must contact the SIGMA administrator by the e-mail made available at the CGNA operational portal, which will provide additional information and authentication and authorization means, such as login and password.

|
3.1.1. After the implementation of the unique address, users who send flight plans and update messages through AMHS must follow these procedures:
a) Flights taking off from Brazilian airspace must be sent to the telegraphic address SBRJZPZX;
b) Flights overflying or landing in the Brazilian airspace must be sent to the telegraphic address SBRJZPZX.

3.1.2. The flight plan centralizer in Brazil will be responsible for carrying out all distribution of messages to the units responsible for the flight.
|
|
3.1.3. After 6 months of the dissemination of the unique address, flight plan messages that are not sent to the telegraphic address SBRJZPZX will receive a rejection message (REJ).
|
|
3.1.4. Current forms of filing a Flight Plan by the user, that is, through PLNI, FPL-BR,CPVR (RPL), in person or by phone, webservice or radiotelephony (AFIL), will remain unchanged.

|
|
4.1. The provisions contained in this Circular do not exclude the responsibilities provided for in other Rules.
